County-enforced codes cover unincorporated areas and contracting municipalities

St. Louis County code questions can be easy to misroute because the county has many municipalities. The county’s codes and ordinances page says St. Louis County-enforced codes and ordinances apply in unincorporated areas and in municipalities that contract with the county for building plan review and building inspection services. For a property inside a municipality, the same page points owners to a Municipal Matrix instead.

That does not mean every city rule is the same. It means a permit or code question may need both the municipality and the county code layer, depending on the work and location. Before assuming a city hall is the only office, check whether St. Louis County Transportation and Public Works enforces the relevant code for that parcel.
