Washington County personal property starts with the Assessor's list

Washington County's assessor page explains that the office maintains taxable real and personal property and sends annual personal-property declaration forms.

In Potosi, the tax chain starts before anyone pays a bill. Washington County’s assessor develops and maintains the list of taxable real and personal property, assesses that property each year, and handles the personal-property declaration forms sent to county residents.

That makes the assessor the front end for a vehicle, trailer, livestock equipment, or other taxable personal property. The collector comes later, when the bill, payment, receipt, or delinquency question is on the table.

The assessor also handles tax mapping from information supplied by the Recorder’s office. If a personal-property list, mailing address, or map detail looks wrong, work on the source record first. A payment screen can only reflect the information already sent down the line.
