Unincorporated St. Louis County still has rules
Living in an unincorporated part of the County does not mean no rules; the County provides zoning, code, and some services directly in those areas.
A St. Louis County address outside city hall is not outside government. Unincorporated means the County, not a municipality, is the local authority for many permits, ordinances, and services.
That can affect a home project, a code question, or a call for help. In unincorporated areas, County planning and public works handle zoning, building codes, and related permit questions. County police may also be the law-enforcement agency. Inside a municipality, the city may have its own rules and service desks.
For a buyer or landowner, the first task is simple but important: identify whether the parcel is inside a city or in unincorporated St. Louis County. Then send zoning, permit, and code questions to that layer instead of assuming the mailing address tells the whole story.
