Hillsboro is a rural-feeling county seat near a large metro county
Hillsboro gives Jefferson County an odd but important center of gravity. The city identifies itself as the county seat and leans into a rural setting, even though much of the county’s daily traffic points toward Arnold, Festus, De Soto, or the St. Louis side of the map.
That makes the county seat feel different from the county’s population pattern. A resident may live in a subdivision, near an older Mississippi River town, or on rural acreage and still need Hillsboro for county business.
For courthouse errands, the largest nearby town is not necessarily the right stop. Hillsboro is the civic anchor, and that one fact explains a lot of Jefferson County routing.
