County Council representation runs through seven districts
St. Louis County's legislative body is a seven-member County Council, which is separate from municipal boards and city councils.
A city council and the County Council can both matter for the same St. Louis County address. Many residents live inside a municipality with its own elected officials. Every county resident also sits inside one of seven County Council districts.
The County Council is the county’s legislative body, with one member from each district. That is a different map from a municipal ward, school district, or state legislative district. A city hall may handle local ordinances, occupancy rules, or city services, while the County Council handles county ordinances, budgets, and countywide issues.
When a question is about county policy, find the County Council district for the address. When it is about city services, start with the municipality. The same house can have both layers.
