Every address in Randolph County sits in two kinds of place at once. First, you are either inside a city or town, like Moberly or Huntsville, or out in unincorporated county land. That line decides who plows your road, runs the police, and writes the local rules. Huntsville is the county seat, where the county clerk’s office is based.
On top of that, you may sit inside several special districts. These can cover schools, fire protection, ambulance service, the library, roads, water, or sewer. Each one draws its own map and may add its own tax to your bill.
Randolph County also holds smaller towns, such as Cairo and Jacksonville, plus other little communities. Some are incorporated and some are not.
