County road work excludes the Elsberry Special Road District

Lincoln County Highway maintains county roads, bridges, signs, snow and ice work, but its page excludes the Elsberry Special Road District.

A road complaint near Troy and a road complaint near Elsberry may not belong to the same crew. Lincoln County Highway maintains county roads, bridges, street signs, regulatory signs, snow and ice work, and capital improvement road projects across the county, except for the Elsberry Special Road District.

The road layer matters before you report a problem or buy land on a lane. County roads are public roads outside city jurisdiction and outside the state highway system. Private roads are owned and maintained by the property owners on that road, and subdivision roads may be private.

So the first useful detail is not “Lincoln County.” It is city, county, MoDOT, private, subdivision, or Elsberry Special Road District. That answer tells you who plows, signs, fixes, or may not touch the road at all.
