County permits matter mainly outside city limits

A permit question here starts with the city-limit line.

County zoning, subdivision work, and construction permits apply where county jurisdiction applies, mainly in unincorporated areas. Inside a city, the permit path usually starts with that city instead.

That boundary can surprise people because the tax bill may still say Jackson County. A Kansas City, Independence, Blue Springs, or Lee’s Summit address may follow city rules. A rural or edge-of-town parcel may point back to county Public Works.

For a build, land split, driveway, sign, or other project, sort the jurisdiction first. The right permit office is the one with authority over the address, not simply the office printed on the county record.
