Franklin County is outside Missouri's emissions-test list

Franklin County vehicle owners no longer fall under the Gateway emissions-test requirement, even though nearby Jefferson and St. Louis-area counties still do.

Franklin County sits close enough to St. Louis that emissions testing can be confusing. Missouri DNR announced that emissions testing ended for vehicles registered in Franklin County beginning July 1, 2022. Gateway VIP’s current county list names St. Louis City, St. Louis County, St. Charles County, and Jefferson County, not Franklin County.

That does not remove every vehicle step. Safety inspection, insurance, title, registration, and personal property tax paperwork can still matter depending on the vehicle and transaction. The useful local distinction is this: if the vehicle is registered in Franklin County, DOR and county paperwork are worth checking, but the Gateway emissions test does not apply just because the county touches the St. Louis region.
