Missouri DOR handles plate renewal rules, but Dunklin County can still be part of the errand. DOR says renewal may require a paid personal property tax receipt from the county of residence or a statement of non-assessment from that county.

In Dunklin County, the assessor and collector-treasurer are separate courthouse offices. The county assessor page says that office works with real estate and personal property owners and links to online personal property filing. The collector-treasurer page says the office collects and distributes property taxes and keeps primary tax records for public use.

So when vehicle renewal stalls on tax proof, do not treat it as only a license-office problem. Check whether you need a paid receipt from the collector-treasurer or a non-assessment/assessment record question answered by the assessor.
