Clay County road problems start with the road owner
Road reports in Clay County depend on whether the road is county, city, state, or private responsibility.

Clay County Road and Bridge maintains roads and streets in unincorporated Clay County. That does not cover every pothole, ditch, snow route, or winter-road concern.
State highways with number or letter names, U.S. highways, and interstates are MoDOT roads. Streets inside city limits are maintained by that city. Private and subdivision roads can add another layer. A driver can move between Kansas City, Liberty, Gladstone, Smithville, and unincorporated county road responsibility without much visual warning.
Before reporting a concern, identify the road owner. Use county Road and Bridge for county roads, MoDOT for state routes, and city public works for city streets.
