The personal-property list is tied to January 1

For Cape Girardeau County personal property, the calendar matters. The assessor portal says personal property is assessed as of January 1 and that taxpayers must submit a personal-property list to the assessor before March 1.

That helps explain why a sold vehicle can still appear in the tax story, or why a newly bought vehicle may not match the receipt a driver expects. The assessment list is a January 1 snapshot, not a live garage inventory.
